The film starts off with Tommy, Chuckie, Phil, Lil, and Dil playing in the backyard. Just then, Angelica comes by with Kimi and Susie planning to steal all the food in Tommy's house! But, Tommy stopped them. Chuckie thanked Tommy for stopping Angelica, Kimi, and Susie stealing all the food. While the Rugrats were on a vacation to Rio de Janiero, Brazil, Phil falls in love with a female Scarlet macaw named Marlene, who was very excited to meet the Rugrats. Angelica called Marlene a "dumb birdy", and that made Marlene cry, but her sweetheart, Phil, cheered her up. Soon then, Angelica, Kimi, and Susie trapped the other Rugrats in a cage, including Marlene! The Rugrats escape their cage and they fly to a tree. Soon then, Angelica lands on the tree, then, she meets a Toco toucan named Rafael, whom she is in love with. Angelica romantically says the first time when she first laid eyes on him. Then, she sings "The Girl From Ipanema", then, she tells Rafael to sing it. Then, Rafael sings it, badly, so he scared the birds away! The film ends at a carnival with Angelica singing "The Girl From Ipanema" to Rafael, Kimi and Susie join in. But, Tommy, Chuckie, Phil, Lil, Dil, and Marlene found it bad.

It was released on September 5, 2011 in France, April 15, 2012 in Brazil, May 15, 2012 in the UK, August 15, 2012 in Belguim, and November 3, 2012 in the US.
